Obverse description Right-facing effigy of Queen Elizabeth II wearing the Girls of Great Britain and Ireland tiara, a drop earring, and a pearl necklace, as modelled by engraver Raphael David Maklouf (third portrait). The legend ELIZABETH II arcs along the left periphery, COOK ISLANDS along the right periphery, and the date 1999 appears in the lower field beneath the truncation. The engraver's initials RDM are incuse at the base of the neck truncation.

Reverse description Central design depicting five successive phases of the total solar eclipse of 11 August 1999, rendered as overlapping crescents and a central disc representing totality, surrounded by radiating solar corona rays forming an annular border around the central motif. Time markers 11/11, 11.31, 11.51, 12.11, 12.31, and 12/51 are inscribed horizontally across the middle of the design, denoting the progression of the eclipse. The legend SOLAR ECLIPSE 11. AUGUST 1999 arcs along the upper periphery, and the denomination 10 DOLLARS appears along the lower periphery.

Issued to commemorate the total solar eclipse of August 11, 1999 — the last total eclipse visible across Europe in the twentieth century, tracking from Cornwall across France, Germany, and Romania before crossing Turkey and India. Cook Islands produced a wave of small-denomination gold issues through the late 1990s, many struck by the Pobjoy Mint, capitalizing on the commemorative market rather than any domestic monetary need.
