Niue has operated as a licensing jurisdiction for commemorative silver issues since the 1990s, effectively functioning as a mint-neutral legal tender platform for foreign commercial licensees — in this case, the New Zealand Mint acting under a Star Wars franchise agreement with Lucasfilm Ltd. The coin itself is a product of that arrangement, carrying Niue's name and Elizabeth II's effigy for legal tender formality while being designed, marketed, and distributed entirely outside any government monetary need.
Elizabeth II died in September 2022, making this one of the final calendar-year issues to carry her portrait under that licensing framework before the transition to Charles III coinage.
