Tuvalu's independence from Britain came in October 1978, and this 1979 issue belongs to the country's first full year as a sovereign nation. The "Rebecca" designation refers to a series of proof coins issued for collectors rather than circulation — Tuvalu had no meaningful domestic coin-using economy, and these silver pieces were produced almost entirely for the philatelic and numismatic export market, a revenue stream the new government relied on heavily in its earliest years.
