This coin was struck to mark the 80th birthday of Queen Elizabeth the Queen Mother, celebrated in August 1980 with considerable public fanfare across the Commonwealth. Tuvalu had gained independence only two years earlier, in 1978, and commemorative silver issues of this kind were partly a means of generating revenue for a microstate with virtually no domestic economic base beyond fishing licenses and foreign aid.
The .500 fineness is worth noting — not a collector-grade silver standard, but a deliberate cost-reduction choice common to Commonwealth commemoratives of this period from smaller Pacific island issuers.
