Pobjoy Mint has produced commemorative issues for smaller territories and dependent jurisdictions since the 1970s, and this piece falls squarely in that tradition — almost certainly struck for one of the Isle of Man, British Virgin Islands, or similar Crown-adjacent issuing authorities that routinely license historical British monarch series. Mary I, England's first queen regnant, ruled from 1553 to 1558 and reversed the Protestant reforms of her father and brother through a restoration of papal authority that resulted in nearly 300 Protestant executions — earning her the epithet "Bloody Mary" within years of her death.
