The Eastern Caribbean Central Bank issues currency on behalf of eight member states — Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Anguilla, and Montserrat — yet flamingos are native to none of them. The species depicted here breeds primarily in the Bahamas and the Yucatán, well outside ECCB territory, which places this squarely in the category of bullion coinage designed for the collector export market rather than any regional identity.

KM#19 is part of a broader ECCB gold bullion program that gained traction in the mid-2010s as smaller Caribbean currency unions sought sovereign mint revenue streams.
