Nauru issued this coin during a brief window of extraordinary wealth — the early 1990s, when phosphate royalties had made the island's per-capita GDP one of the highest on earth. The Bank of Nauru was licensing its name to foreign minting operations producing collector pieces with no domestic circulation whatsoever. This is fundamentally a product of the Pacific island coin boom, where small sovereign entities monetized their issuing authority for the numismatic market.
The Noah's Ark bullion series was struck by the Bavarian State Mint in Munich and has continued under various issuers since.
