Obverse description Right-facing crowned effigy of Queen Elizabeth II after the portrait by Raphael David Maklouf, wearing the George IV State Diadem, drop earring, and a delicate necklace. The legend ELIZABETH II arcs along the left field and COOK ISLANDS along the right, with the date 1997 positioned at the base. The engraver's initials RDM appear on the truncation. The mirrored proof field provides strong contrast against the finely detailed, frosted portrait.

Cook Islands ran an extensive commemorative program throughout the 1990s, licensing its sovereignty to issue collector coins with virtually no connection to the islands themselves. This piece is a product of that arrangement — produced for the international numismatic market, almost certainly struck by a European contract mint, and never intended to circulate anywhere near Rarotonga.

Hawaii Volcanoes National Park was designated a UNESCO World Heritage Site in 1987, a decade before this issue.
