Nightingale's connection to the Solomon Islands is nonexistent, which places this squarely in the commemorative bullion category that flooded the market throughout the 1990s — small nations licensing their minting authority to produce themed silver rounds for the collector trade. The actual striking was almost certainly contracted to a private mint, with the Solomon Islands providing little beyond its name on the coin.
Nightingale died in 1910, and 1996 marked no particular anniversary of note in her biography.
