Solomon Islands has operated an aggressive commemorative bullion program since the early 2000s, licensing FIFA branding for a succession of World Cup issues. The Qatar 2022 tournament was itself historically anomalous — the first World Cup held in November and December rather than June and July, shifted to avoid summer heat that regularly exceeds 45°C in Doha.
FIFA's licensing agreements for such issues are held with the Perth Mint among others, and Solomon Islands functions here as an issuing authority of convenience rather than any meaningful connection to the tournament.
