The Duke of Edinburgh's Award program, established in 1956 by Prince Philip, expanded into Commonwealth territories throughout the 1960s and 70s, and Tuvalu's participation was a pointed statement of institutional continuity for a nation that had only separated from the Gilbert Islands and achieved independence in 1978.
