The Eastern Caribbean Central Bank issues currency on behalf of eight territories — Antigua and Barbuda, Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Anguilla — making it one of the few currency unions to span sovereign states and British Overseas Territories simultaneously. Bullion commemoratives of this type are struck to attract collector revenue rather than circulate, and the ECCB has leaned increasingly on wildlife-themed gold issues since the mid-2010s to compete in a crowded international bullion market.

KM#24 places this among a small run of one-troy-ounce gold issues from the union. The Caribbean reef octopus, Octopus briareus, is native to the shallow reef systems throughout the issuing territories' waters.
