Nauru, a phosphate-mined island of roughly 10,000 people with no meaningful numismatic tradition of its own, became a prolific issuer of commemorative coinage in the late 1990s and early 2000s — largely through licensing arrangements with European minting houses targeting the collector market rather than circulation.
