The Bill of Rights 1689 was not a gesture of goodwill — it was Parliament's direct response to James II's repeated abuses of prerogative power, forced through as a condition of William III's accession. It permanently stripped the Crown of the right to suspend laws, maintain a standing army in peacetime without parliamentary consent, or levy taxation unilaterally. Solomon Islands, a Commonwealth realm with Elizabeth II as head of state until her death in September 2022, issued this piece in the final year of her reign.
