Cook Islands has issued commemorative silver dollars under its own authority since the 1970s, a right derived from its status as a self-governing territory in free association with New Zealand. The Ayers Rock issue belongs to a broad series of world natural wonders pieces produced for the collector market rather than any domestic circulation need — Cook Islands has a population under 20,000 and imports the vast majority of its circulating currency.

Ayers Rock was formally renamed Uluru in 1993 following the handback of the site to the Anangu people, making the continued use of the colonial name on this 2008 issue a deliberate or simply careless anachronism.
