Cook Islands began issuing commemorative silver dollars aggressively in the late 1980s under licensing arrangements that had little to do with the islands' own economy or history — the program was essentially a revenue operation run through foreign minting contractors. The "America" subject in this series typically referenced the 500th anniversary buildup to Columbus's 1492 voyage, a theme that Pacific island mints flooded the market with throughout 1989–1992.
