P#CS1 is a collector souvenir piece, not a circulating note — issued by the Central Bank of Belize specifically for the numismatic market rather than for any transactional purpose. The gold foil bonding is the point of the whole thing; this was an early experiment in novelty substrate manufacture at a time when several smaller central banks were licensing their names to prestige printing ventures aimed squarely at the collector trade.

Whether the Central Bank retained meaningful control over the production or simply authorized use of its name is worth knowing before treating this as a conventional issue.
