Issued as part of the RAM's ongoing Australian States and Territories series, this 1992 release highlighted the Northern Territory at a politically charged moment — the Territory had been pushing for statehood since the late 1970s, a campaign that remained unresolved and continues to this day. Canberra's reluctance stemmed in part from the Territory's small population and the complex question of how Aboriginal land rights legislation would interact with full statehood powers.

The KM#188 issue was struck to proof standard with a mintage kept deliberately low to sustain collector demand across the multi-year series.
