The Australian Kookaburra series launched in 1990 as Perth Mint's answer to the Canadian Maple Leaf and American Eagle, targeting the investment bullion market that had expanded sharply through the late 1980s. The 10-dollar denomination, holding a full 10 troy ounces of silver, was introduced to attract institutional buyers alongside the smaller collector-focused issues. Perth's decision to change the reverse design annually — a deliberate break from the static imagery of competing bullion programs — proved commercially astute and created an incidental series-collecting market that the mint had not originally anticipated.

The 1992 issue was struck under the Ian Rank-Broadley transition period for royal portraiture, using Raphael Maklouf's third effigy of Elizabeth II.
