Liberia's early 2000s commemorative program was prolific to the point of market saturation — dozens of wildlife-themed issues struck in silver-plated copper flooded the novelty collector trade simultaneously, most produced by European private mints under licensing arrangements with the Liberian government, which collected a fee while retaining essentially no involvement in production decisions.
