The ECU — European Currency Unit — ceased to exist on January 1, 1999, replaced by the euro at a fixed 1:1 rate. Liberia's decision to issue ECU-denominated collector pieces three years after the unit's abolition places this squarely in the territory of the fantasy issue: coins produced for the collector market rather than any monetary function, trading on nostalgia for a currency that never existed in physical form.
The Spain connection references the ECU's Spanish advocacy during the Maastricht negotiations of the early 1990s.
