Obverse description The national arms of Liberia displayed centrally within an ornate shield, depicting a sailing ship at sea beneath a palm tree with a rising sun and a dove in flight, with a plough and shovel in the foreground. A banner across the shield bears the motto THE LOVE OF LIBERTY BROUGHT US HERE. The legend REPUBLIC OF LIBERIA arcs along the upper rim, with a second inscription REPUBLIC OF LIBERIA on a scroll at the base of the arms. The date is divided either side of the shield, 20 to the left and 03 to the right. The rim is bordered by a beaded inner circle and a reeded edge.

Liberia issued a flood of gold-plated commemorative pieces in the early 2000s targeting the European collector market, and this ECU-series coin is a product of that campaign. The ECU itself had ceased to exist in 1999 when it was replaced by the euro, making a 2003 issue denominated in ECUs a curiosity — a coin referencing a defunct unit of account, struck four years after that unit disappeared, by a country that used neither.

Finland joined the eurozone at its launch in January 1999, rendering the ECU connection doubly anachronistic.
