Liberia's early 2000s commemorative program was frankly a collector-market operation rather than a monetary one — these copper-nickel issues were produced in bulk for the international souvenir trade, not for domestic circulation in a country then deep in the Second Liberian Civil War. The Central Bank's name on the coin carries little weight here; production was contracted to foreign mints serving the thematic collectibles market.
KM# 706 is one of dozens of nearly identical Liberian issues from this period sharing the same 40mm format and contractor origin.
