Niue became one of the more prolific issuers of commemorative coinage in the 1990s, licensing its minting authority to produce pieces with no meaningful circulation function. This Diana memorial coin appeared within months of her death in August 1997, part of a flood of issues from small sovereign states — Cook Islands, Gibraltar, and others — that flooded the collector market simultaneously. The Royal Mint notably declined to produce a comparable UK mourning issue, leaving that commercial space entirely to foreign licensees.
