Liberia's run of foreign-themed commemorative dollars in the early 2000s was a straightforward revenue operation — the coins were designed, marketed, and distributed almost entirely by European private minting firms, with Liberia lending its issuing authority in exchange for a licensing fee. KM#1030 belongs to a sprawling series that flooded the collector market between roughly 2001 and 2005, produced in quantities calibrated to dealer pre-orders rather than any monetary need.
The Pobjoy Mint and several German private houses were among the contractors involved in comparable Liberian issues of this period. Most were never intended to circulate, and few if any reached Monrovia.
