Liberia's wildlife coin program of the early 2000s was a commercial operation almost entirely divorced from domestic circulation — these pieces were struck for the international collector market by European minting contractors, with the Central Bank of Liberia licensing its name and sovereign authority to generate hard currency revenue during a period of severe economic dysfunction. The country was mid-collapse: Charles Taylor's government was under international sanctions, the civil war was grinding toward its 2003 resumption, and coin royalties were one of the few foreign exchange streams still available.
The Common Kingfisher depicted has no particular connection to Liberian fauna.
