Imants Ziedonis was Latvia's most celebrated postwar poet, whose 1968 collection Epifānijas circulated in samizdat form across the Soviet Baltic states after censors flagged its spiritual content. He died in 2013, and this issue appears to be part of Niue's long-running program of licensing its sovereign coinage rights to third-party mints producing collector pieces with no meaningful circulation function — a revenue arrangement Niue has operated since the 1990s.
