Cook Islands has operated as a prolific third-party issuing authority for decades, producing collector silver under its own name while the actual design, distribution, and commercial decisions are handled entirely by private minting houses — in this case almost certainly the Polish Mint, which has dominated the shaped and ultra-high-relief wildlife silver market since the early 2010s. The arrangement is legally sound but the numismatic relationship between these coins and the Cook Islands is essentially nominal.
