The seal is surmounted by a royal crown and flanked on either side by a decorative wreath of interlaced diamond-pattern foliage. Two crossed ceremonial paddles appear below the seal, beneath which a scroll cartouche carries the Niuean motto ATUA NIUE TUKULAGI. The denomination TEN DOLLARS is inscribed in arched lettering along the upper field, and the date 2023 appears in the lower field. The entire composition is struck in antiqued finish, lending the design a deeply textured, aged appearance. |

Niue has long operated as one of the more commercially aggressive issuers of legal-tender collector coinage, licensing pop-culture and entertainment properties under agreements that let foreign mints produce pieces with nominal Niue face values. This particular issue draws on intellectual property owned by the Tolkien Estate and Warner Bros., a licensing relationship that has generated dozens of silver issues over the past decade targeting the collector and fantasy-fan crossover market.
New Zealand manages Niue's currency affairs under a 1974 arrangement — meaning a self-governing Pacific island nation of roughly 1,500 people is the nominal issuer of a coin most buyers will never bring within 2,500 kilometers of it.
