The 1999 issue marks the 25th anniversary of the Central Bank of Trinidad and Tobago, established in 1964 but reaching that milestone under Governor Winston Dookeran. Bimetallic commemoratives of this specification were relatively novel in Caribbean issuance at the time, with most regional central banks still defaulting to straight silver or cupro-nickel for anniversary pieces.
