The Caribbean Development Bank was established in 1969 at the urging of Canada, which provided substantial early funding and pushed hard for its creation as a counterweight to growing Cuban influence in the region. The Bahamas joined as a founding member. This 1980 issue was part of a broader wave of commemorative silver struck by Caribbean nations through the late 1970s and early 1980s, many of them sharing minting contracts with the Franklin Mint or the Royal Canadian Mint during a period when silver commemoratives were a genuine revenue source for smaller sovereign issuers.

The .500 fineness reflects a deliberate cost compromise — fine silver prices had surged sharply in 1979–1980 during the Hunt Brothers' attempted corner of the silver market.
