The Caribbean Development Bank, headquartered in Barbados, was established in 1970 at the urging of Canadian officials who saw regional multilateral lending as a counterweight to American financial dominance in the Caribbean. Jamaica was a founding member. This coin was struck to mark the bank's tenth anniversary — a common occasion for commemorative issues from Commonwealth Caribbean mints in the early 1980s, when silver commemoratives were a meaningful source of hard currency revenue for small island economies.

The .500 fineness places it squarely in Jamaica's commemorative silver output of this period, which consistently used half-silver rather than the .925 standard favored by other issuers.
