Donald Brash signed this series as Governor from 1988 to 2002, a tenure that included the Reserve Bank of New Zealand Act 1989 — the legislation that formally enshrined inflation targeting as the bank's primary mandate, one of the earliest such statutory commitments anywhere in the world.
