The "Beaver" dollar series from Liberia at the turn of the millennium was part of a prolific commemorative program that flooded the market through television shopping channels and mail-order coin dealers — pieces struck not for domestic circulation but almost entirely for foreign collector sales. The Central Bank of Liberia licensed its name and minting authority to external distributors who contracted production to private mints, primarily in the United States and Europe.

These issues were never intended to circulate and virtually none did.
