Palau has issued commemorative silver rounds under its legal tender framework since the 1990s, leveraging a licensing arrangement that allows foreign mints — predominantly Austrian and German operations — to produce collector pieces bearing Palauan face values. The "Babylon" issue belongs to a broader ancient civilizations series, part of a market-driven collector program rather than any domestic monetary need.
Palau itself uses the US dollar for everyday transactions. The 10-dollar denomination is chosen specifically to satisfy legal tender technicalities while pricing the piece well above face value on the secondary market.
