Liberia's early 2000s commemorative output was prolific to the point of saturation — the government licensed coin production extensively to foreign distributors, resulting in dozens of wildlife-themed issues struck in silver-plated copper and sold almost exclusively to thematic collectors rather than circulated domestically. This baboon piece is a product of that program, almost certainly struck by a European contract mint.
