Liberia's commemorative coinage in the early 2000s was largely produced by overseas minting houses for the collector market rather than any domestic monetary purpose — the country was still mired in the Second Liberian Civil War when this piece was struck. Charles Taylor's government, internationally isolated and economically collapsed, licensed its coinage rights extensively during this period as a revenue stream.
The aviation centennial reference marks 100 years from the Wright Brothers' first powered flight at Kitty Hawk, December 17, 1903.
