Issued to commemorate the 20th anniversary of ASEAN, founded in Bangkok on 8 August 1967 by the five original member states: Indonesia, Malaysia, the Philippines, Singapore, and Thailand. The organization had been conceived largely as a bulwark against communist expansion in Southeast Asia, and by 1987 its political character had shifted considerably — Vietnam had unified under Hanoi, and ASEAN itself was navigating a more complex regional order. Singapore's commemorative program of this period was managed directly by the Board of Commissioners of Currency, which retained issuing authority separately from the Monetary Authority until 2002.

The .500 fineness is notably low for a silver commemorative of this weight class.
