The Board of Commissioners of Currency, Malaya was established in 1897 as a shared issuing authority for the Straits Settlements and the Federated Malay States — an unusual arrangement that kept colonial currency management deliberately removed from individual territorial governments. This 1940 issue was printed by Harrison & Sons at High Wycombe well before the Japanese invasion of December 1941, but many notes of this series were either destroyed during the chaotic British withdrawal or captured intact and potentially exploited by occupying forces.

J. Muirberg's tenure as Chairman was brief and largely overshadowed by the war that rendered his currency irrelevant within two years of printing.
