Fiji gained independence from Britain in October 1970, making this 1980 issue a straightforward decade commemoration. The Reserve Bank had struck a similar silver piece for independence itself, establishing a pattern of commemorative releases that would define Fijian numismatic output through the 1980s. KM#46a designates the sterling silver variant, distinguished from the copper-nickel circulation strike KM#46 issued alongside it.
