Liberia's late-1990s and early-2000s commemorative program was essentially a commercial licensing operation, producing high-volume novelty issues for the collector gift market with no meaningful domestic circulation. This piece is part of that output — struck almost certainly by a European contract mint and sold primarily through television shopping channels and mail-order catalogs in the United States and Germany.
The applied color process postdates striking and has no bearing on numismatic grade under most recognized standards.
