Disney Dollars were a genuine private scrip, legal tender within Disney parks and resorts, first introduced in 1987. The 1990 series was issued for use at Disneyland, Walt Disney World, and the Disney Store retail chain — redeemable at face value, accepted like cash on property, and deliberately designed to be kept as souvenirs rather than spent. That last point was the financial logic: every unredeemed note was pure profit.
The "Scrooge McDuck, Treasurer" signature line is not a joke about a fictional character — Scrooge was the deliberate brand choice for the $10 denomination specifically, his miserly image considered apt for the higher value. Cotton paper construction brought the notes close enough to federal currency to satisfy the collectibility instinct.
