Andorra has issued papal coinage since the 1980s, a practice rooted in the co-principality's unusual constitutional arrangement: the Bishop of Urgell serves as one of two co-princes, giving the Catholic Church a direct governing role unique among European states. John Paul II died in April 2005, making this 2010 issue a retrospective commemorative rather than a regnant portrait — struck five years after his death and four years before his canonization under Francis in 2014.
