Andorra's coinage authority operated under the unusual arrangement of two co-princes — the Bishop of Urgell and the French head of state — a feudal structure dating to a 1278 paréage that remained constitutionally intact through the late twentieth century. Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making him co-prince throughout this coin's issue. His name appears on Andorran coinage not as a symbolic gesture but as a genuine expression of sovereign authority.
The 1999 series drew heavily on religious subjects, consistent with the episcopal co-prince's role in authorizing the designs.
