Andorra's 1999 commemorative program coincided with a period of aggressive expansion in the principality's minting activity — the late 1990s saw Govern d'Andorra issue dozens of silver pieces aimed squarely at the thematic collector market, many tied to international sporting events with only marginal connection to Andorra itself.
