Andorra's 1999 commemorative program coincided with a period of aggressive expansion in the principality's minting activity — the late 1990s saw Govern d'Andorra issue dozens of silver pieces aimed squarely at the thematic collector market, many tied to international sporting events with only marginal connection to Andorra itself. Ice hockey sits firmly in that category; the principality has no meaningful competitive history in the sport.
Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, which made him co-prince of Andorra for that entire period — his name appears on coinage by constitutional function, not personal association with hockey.
