| Reverse description | A crowned female allegorical figure, rendered in a Romanesque sculptural style, stands facing three-quarters right within a triple-arched arcade supported by decorated columns. She holds a ballot box inscribed 'VOT' (vote), symbolising democratic values. The word 'DEMOCRACIA' appears on the plinth at her feet. The dates '1949' and '1999' flank the central figure at mid-field, while the circular legend ' 50e ANIVERSARI DEL CONSELL D'EUROPA' surrounds the design, commemorating the 50th anniversary of the Council of Europe. |

Andorra's coinage authority rested not with a secular government but with its two co-princes — the Bishop of Urgell and the President of France — a feudal arrangement dating to 1278 that persisted into the modern era. Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making him one of the longer-serving co-princes of the 20th century. This issue commemorates Andorra's admission to the Council of Europe in 1994, the culmination of a decade-long process during which the principality also adopted its first written constitution, in 1993.
