Andorra's coinage authority rested not with a secular government but with its two co-princes — the Bishop of Urgell and the President of France — a feudal arrangement dating to 1278 that persisted into the modern era. Joan Martí i Alanis served as Bishop of Urgell from 1971 to 2003, making him one of the longer-serving co-princes of the 20th century. This issue commemorates Andorra's admission to the Council of Europe in 1994, the culmination of a decade-long process during which the principality also adopted its first written constitution, in 1993.
