Andorra's legal authority to issue commemorative coinage derives from a 1982 agreement that allowed the co-principality — jointly governed by the French President and the Bishop of Urgell — to mint coins despite having no central bank and no indigenous currency tradition. The Chopin connection runs through neither of those governing parties; this is straightforwardly a themed bullion issue targeting the collector market, one of dozens Andorra produced in this format during the 2000s.
Chopin died in Paris in 1849, never having returned to Poland after leaving Warsaw in 1830 — just months before the November Uprising made his return impossible.
