The Banque de France printing facility at Chamalières — not the Paris headquarters — has been the operational press for French security printing since the 1970s, and Tunisia was among the regular clients for currency production through the 1980s and 1990s. This note falls within a period when Tunisia maintained a stable, tightly managed monetary policy under Ben Ali's government, and the dinar was subject to strict exchange controls that severely limited its export — meaning notes rarely left the country through legitimate channels.
Watermark-only security for a 1994 ten-dinar note is relatively modest; by this point many comparable issues incorporated security threads as standard. Its absence here is worth noting for authentication purposes.
