The shield is surmounted by a royal crown with a curved lower base, characteristic of the first coat of arms type, and flanked by elaborate ermine-lined mantling. The bilingual legend arcs around the upper periphery in Cyrillic and Latin script reading РЕПУБЛИКА СРБИЈА - REPUBLIKA SRBIJA, while the issuing authority abbreviation НБС - NBS appears at the base, separated by bullet points.

Issued the year Serbia and Montenegro formally dissolved their shared central banking arrangements, this coin predates Serbian independence by one year — the National Bank of Serbia was operating under that name from 2003, but the political separation from Montenegro wasn't completed until June 2006. The "1st coat of arms" designation distinguishes it from the redesigned type introduced after 2010, when heraldic elements on the reverse were revised following a Constitutional Court ruling on the proper form of the Serbian state arms.
