This note was printed in Celje by the Slovenian security printer Cetis at a moment when Bosnia was already at war and Slovenia had been an independent state for less than a year — the practical absurdity of a newly sovereign country printing emergency currency for a neighboring republic engulfed in conflict while simultaneously establishing its own institutions. Designer Dževad Hozo was a Sarajevo-based painter and academic, an unusual choice; most wartime emergency issues rely on whoever is contractually available, not a figure of genuine artistic standing.

The watermark is the sole security feature, which tells you everything about the production constraints of 1992.
